Per discussion with Joe Toomey and Scott Schneider, changing to 4.2i3 because of other high priority defects.

Found one remaining reference in hyades.execution to java.util.text and changed it to com.ibm.icu.text.

Verified in TPTP-4.2.0-200605290100.
