Build: 20020409
I'm using the Java Browsing perspective with the regular Java package view
instead of the project view.

1. open the resource navigator
2. browse to a package and open a class
3. dirty the class
4. notice that the navigator updates the containing project's label with the '>'
outgoing change prefix.
5. notice that the packages view doesn't

If you close or refresh the packages view by removing a filter and re-applying
the decoration shows up.
