There are now a large number of actions in the java action set.  I think to 
allow for greater user customization, it would be nice to further subdivide into 
action sets for different categories of actions, such as:

- java refactoring
- java navigation
- java source manipulation

This is an easy way to allow greater user flexibility, and to prevent clutter in 
workspaces with many plugins.  As a side note, I don't understand the 
distinction between "Edit" and "Source" menus... to me these are the same.  
Submenus should be used to decrease the size of these menus rather than 
splitting into two menus.

when we split the action set then we no longer have control over the menu 
ordering. This is a workbench limitation. Once it is fixed we are consider 
moving to finer grained action sets again.

Moving to Platform UI for consideration. Pls move bug back to JDT UI when this 
problem is addressed.
