Should update the batik plugin to version 1.6.   The GMF project already uses batik 1.6 we should upgrade the TPTP batik plugin from 1.5.1 to 1.6 so that the version level is consistent across projects.

Changing target to i3.  Awaiting approval to include batik 1.6 and xerces 2.8.
