While installing callisto I encountered the following error multiple times:
  "403 Forbidden" for URL: http://download.eclipse.org/callisto/releases/plugins/<pluginName>.jar.
Of course when I was taking the URL and pasting it into a browser the file was available for download.

Would you know what can cause the occurrence of such errors on the server, since it is apparently not the fact that the access is not forbidden.

Actually I had similar problems today while downloading several drops (WTP, EMF, GEF) from the Eclipse servers. All the 403s occured suddenly and disappeared after hitting reload in the browser several times. Looks like there is one node kidding us. ;)

might be connection limitation, see

is not an eclipse problem, as it's reproducable with wget

It looks like the new node that was put into service last week is the source of these errors.  I have had our isp remove it from the load balancer while I try and  correct the problem.

Bogus mirrors need to be agressively purged.  They reflect badly on all of Eclipse.  Especially in cases where mirror selection is not client side.

I believe the problem is that the fifth node we had on eclipse.org was delivering bad files to the mirrors for about a week (including this file).  Now that the eclipse.org side is fixed, we have to wait for the mirrors to update to the new files.  I don't know if there is a way to temporarily remove the all-but-known-good mirrors from the mirror list on the website until all the mirrors get a chance to update, but we shouldn't blame the mirrors for being handed bad files.

We should provide a good user experience even in interim - Matt?

We are currently purging the bad mirrors and I've seen another request passing by to have a better support for mirror validity.

The issue is that the download list is generated based on a list of mirrors, and if I pull a mirror from the list it will be pulled for *all* downloads, not just callisto.
