To Reproduce:
>Modified %newAC%/config/serviceconfig.xml
>Start new AC: %newAC%/bin/tptpAgentCtlr.exe
>Launch Workbench
>Profile...>External Application
>In Host tab, select 'localhost' and click 'test connection'
>Failed to connect.

The problem does not exist with RAC

Closing this bug as duplicate because the compatibility layer in the new AC still has some known issues that are being worked as part of the original enhancement request.

(The expansion of env vars was one of them, which the output below shows did not happen. That issue has been fixed, but other remain. So, not ready to have others test it yet.)
