Provide ICU variable in the IAC/Agent Controller configuration.

Based on defect #123444, the com.ibm.icu_3.4.2.jar will be packaged with the Agent Controller (see defect #126900) for use by plugins hosted in the Agent Controller.  As such, a variable for this JAR needs to be added in IAC/Agent Controller configuration for plugins to reference the ICU JAR.

The config file now generate an aliased for ICU under RAC: "CLASSPATH_COM_IBM_ICU"

Verified in the TPTP-4.2.0-200602281515 driver.
