Currently duplicate bugzilla tasks appear in task list.  There is a problem of mixing the logical structure (tasks appear in categories) with the physical structure (how they're stored).  Both Robert Elves and Brock Janiczak have commented on this issue.  This also needs to be fixed for local tasks so that they can appear in two places in the tree (e.g. in a plan category).

Done, finally.  We now store only store what we need to, and the old format is only support for reading.
