In the original Phoenix documents we had a menu tab called Reference and Support. I believe we should look into providing this sort of content.

For instance, http://www.eclipse.org/documentation/main.html is a Platform-owned web page, but it could be moved to a Foundation-owned page where we list the various documentation available, and perhaps a doc index for each project (like the downloads by project page - documentation by project). help.eclipse.org has also evolved in a tool that all projects can use, because it no longer only contains Platform docs, so it could (should) be listed here as a resource the community can use.
