PerspectiveHelper.canDetach() returns false if detached views are not supported.

Currently, if the platform (e.g. Mac) does not support detached views, or if detached views are disabled (see bug 59476), when you try to detach a view by dragging it outside of the main window, you get the "detach a view" mouse cursor.
