Driver: WTP 1.0 M9

To reproduce:

1. Create a dynamic Web project (target Tomcat 5.0.28)
2. Create a new Tomcat 5.0.28 server
3. Add the Web project to the server
4. Start the server. At this point, the server has a "Started" status and a "Synchronized" state.
5. Create a new .java file in the Web project. The server state is now "Restart".

AFAIK, adding a new .java file does not require a server restart.

Patch dropped to HEAD and will be released shortly. Tomcat was checking for any changes in the WEB-INF directory, and now ignores anything added to WEB-INF/classes.

This change is a bulk update of all _un_targeted, fixed, resolved bugs upon release of M5. This particular bug _might_ have been fixed earlier than M5. (Feel free to correct).
