As of I20051122, we should be able to use the org.eclipse.equinox.common plug-in inside core.commands instead of org.eclipse.core.runtime.  Need to check that everything we need is in the equinox.common plugin and move over to it.  The change in dependency for the JFace code is already covered in bug #49497.

Doug - I'll make the changes to the operations packages, and if those are the only dependencies, I'll change the plug-in dependency.

The dependency on org.eclipse.core.runtime has been removed.
