1.Create a meter chart, the default title is "Bar Chart Title".

It seems that all of the chart share the same title "Bar Chart Title". If the 
locale is set to china, the title will not change to chinese character.

The issue is appeared because the chart title is unconvertable. 
Fix the bug by inserting the title conversion statements into getConvertedChart
( ).

1.Set the locale to "China".
2.Pull a chart into the layout, choose every type of chart, in the chart 
preview window they share the same title as "ÌõÐÎͼ±êÌâ".

The relevant code is just checked in, please verify it in tomorrow's build or 
check out the latest code from CVS.
