The build progress dialog messages (e.g. "The user operation is waiting 
for...") are not being translated when launching with non-English languages. 
Includng the Eclipse nl language packs apparently did not help.

These messages are externalized in Eclipse 3.2 in the org.eclipse.core.jobs plug-in.  Since there are no plans for any further 3.1.x releases, and the problem is fixed in 3.2, I am marking this one fixed.
