The DTD, WSDL, XML, and XSD validators that are contributed to the validation
framework have UI dependencies. This prevents them from running in a headless
environment. These validators should be refactored to remove their UI
dependencies and moved into core plug-ins.

Duping to bug 129953 as it deals with migrating the validators to the validator jobs API. The refactoring of core and ui will be performed at the same time.
