I have a Maven 2 pom.xml file that includes a <target>1.5</target> element. 
Prior to adding the target element, the file properly opens with the Web Tools
Project XML editor, with proper highlighting, etc.  Once the target element is
added, the Ant Editor takes over, preventing me from using the WTP editor.
