When a user is working from one of the workbench views on which some action
opens up another view that is stacked on top of the first one, and user still
wants to continue working on the first view, it is very annoying to switch back
every time.

For example, after doing a search, search view is opened and a user wants to
browse the found matches, however, cliking on the files on the search view will
open file and may open properties views which will be placed on top of the
search view. Then user has to go back and do the same with every file that opens.

Is there any way to control that from either of the views programmatically?

I believe there is a preference being added that can help alleviate this grief.  This is described by bug 
85608.  The resolution of that bug might be sufficient to close this one.
