- File > Export > Preferences
- as file specify (type in) "~/tmp/foo.epf"
- export

< expected: file gets saved in "$HOME/tmp/foo.epf"
> actual: file got saved under "$HOME/~/tmp/foo.epf"

I have some code for fixing this around that was waiting on some
changes.  It can probably go in now.
