If you right-click a project in the Test Navigator and select New > Test
Element... the Test Element dialog appears. The title of this dialog reads "New"
instead of "New Test Element".

A new enhancement has been requested to the Eclipse UI team in order to be able to customize the new wizard dialog title.
At the moment there is not proper solution that allow to fix this defect.

The org.eclipse.hyades.ui.internal.navigator.action.NewObjectAction class extends the org.eclipse.ui.actions.NewWizardAction class, which provides an unused wizard title (see org.eclipse.hyades.ui.internal.navigator.action.NewObjectAction.setWizardTitle(String)).  The NewObjectAction instances are created org.eclipse.hyades.test.ui.internal.navigator.action.NewActionGroup.createActions()

As of TPTP 4.6.0, TPTP is in maintenance mode and focusing on improving quality by resolving relevant defects and increasing test coverage through test creation, automation, Build Verification Tests (BVTs), and expanded run-time execution. Since this defect is more than 2 years old, it may be no longer relevant. As part of the TPTP Bugzilla housecleaning process (see http://wiki.eclipse.org/Bugzilla_Housecleaning_Processes), this defect is resolved as WONTFIX. If this defect is still relevant and reproducible in the latest TPTP release (http://www.eclipse.org/tptp/home/downloads/), please re-open.

Verified in TPTP-4.7.0-201002281900 (the originator of this defect has an inactive Bugzilla account).
