Currently run configurations are always visible, even though they are associated
to a closed project. In secenarios where a user has many run configuration for
each project this makes searching for the configuration one wants to run pretty
hard. Given the run configuration for closed projects are useless (can't run
them anyway), what's the point in showing them? This applies in particular to
the popup-menu for the run and debug buttons on the main toolbar.

Also, in the "Run..." window, it would be nice if the config shown in the
Configuration tree were organized per-project (i.e. the project being a parent
node in the tree)
