Require the Eclipse platform to add a event, when a view is maxiumed, the 
view's plugin can be informed by some event.

In current version Eclipse do not support such event, but in some RCP based 
applications, this is a basic requirement.

Following discribe a use case:

In "Java" perspective, double click on "Problems" view tab or click on the 
maximized button to maximize the "Problems" view window, fire a window 
maximized event to notify all the listeners who registered fo the mzximized 
event.
1. When user double click a view to make it maximum, the Eclipse platform 
should provide an event to notify according plugins that the view is maximized.
2. The plugin can receive the event by registering a listener to platform, and 
do custom processing.
