In order to reduce my headaches and the newsgroup traffic, it would be good to
change the default to import binary plugins to no longer use linked resources.

This also needs to be fixed in 3.1.1

The fix for this issue has been in the 3.2 stream for a couple of weeks.

It has now been backported to 3.1.1 to reduce Pascal's headaches.
