creating a pde-project also adds Plug-In Dependencies ... but without any javadoc-location 
attached.
every attempt to reach the javadoc fails with "not configured ... configure in the properties of 
the parent jar".
but attaching a javadoc-location by the user is not possible and adding the dependencies as 
external jars so a javadoc-location would be available yields an error "Build path contains 
duplicate entry: ...".
imo it's a grave bug not least because of the harsh prevention of circumventing this bug by 
adding a javadoc-location by the user.
