I get decorator flashing for a project shared with CVS in the packages 
explorer in the following scenario.

1) Expand a CVS Java project in the Packages Explorer to Java class and open 
it.
2) Copy and paste a method in the class.
3) Notice tat the CVS shared icon disappears and reappears.

How is the package explorer issuing the label update?

For the error ticks we need to refresh the CU icons on all changes in the CU
that change annotations. So we send labelProviderChanged events which will call
'update' on the viewer, starting the JFace label decorator infrastructure. But I
would have to investigate where the bug really is.
