testcase:
- select Window>Preferences... pulldown menu
- expand to General>Appearance>Colors and Fonts on the left, and exapnd CVS on
  the right
- The "Outgoing Change (Background)" and "Outgoing Change (Foreground)"
  preferences were not externalized
- The descriptions for the "Ignored Resource (Background)", "Ignored
  Resource (Foreground)", "Ignored Resource Font", and "Outgoing Change Font"
  were not externalized

Problem#1: In the plugin.xml for org.eclipse.team.cvs.ui, the forground and 
background color definitions labels are not externalized.

Problem #2: There are 6 non-externalized descriptions - 4 are color 
definitions, 2 are font definitions.
