Once the fix for 98621 has had some testing in the 3.2 stream, the fix should be
backported to the 3.1.x stream.

Fix released to 3.1.x stream.

Verified in M20060109-1200:
  - inspected code to confirm fix is in
  - ran junit test from bug 98621 that verifies the fix
