To my understanding, there is no current way (at least there weren't when I 
asked about this on eclipse.platform some months ago) to determine or set the 
order of actions on an object contribution (or their group). 
 
Could one add an optional "priority" or "order" numeric value to the object 
contribution actiongroup and action extensions so there is some way of saying 
I want this group to be above this other group? If this is not set, it can 
just default to somewhere in the middle (lets say order went from 1 - 100, all 
contributions with no order defaults in the list as 50) ? 
 
I like to use object contributions to add popup actions etc, but sometimes I 
need more control than the current system allows. Especially in RCP / Platform 
based applications.

This item has been fixed/superceded by the menu contribution mechanism - bug 154130

menu contributions have much more control over placement.
