Problem Description:

Create plug-in project, go to Dependencies tab and look at
the Imported Packages section.
The word "plug-in" in the description is inserted at runtime
as a variable, what makes correct translation impossible.

Moreover, this word is currently shown in English (see screencapture).
Please rework the sentence not to use any substituted translatable words.
The string is defined as ImportPackageSection_desc in file
\eclipse\plugins\org.eclipse.pde.ui\org\eclipse\pde\internal\ui\pderesources.properties
Please note that message ExportPackageSection_desc in this file
also has the same problem and must be reworked.

This description is also causing a problem for German. The word "plug-in" and 
all nouns in German are capitalized, but this word is not found in the 
Translation Memory. It's probably hard-coded and not externalized.

In Russian, depending on what is being substituted into the variable 
(e.g. "plug-in", or something else), the Russian translation will be 
different. Therefore, it's impossible to translate this sentence with a 
variable into Russian.

From what I understand, the words "plug-in" and "fragment" are technical terms 
that are not to be translated.  Moving to PDE UI so they can confirm or deny.

But even if they should not be "translated", they should still be externalized 
so German can capitalize the nouns.

Also, if it's substituted with a variable into the sentence, Russian still 
cannot translate the sentence.

Fixed. 
The fix will obviously require retranslation of some keys.

Two changed keys:
ImportPackageSection_desc 
ExportPackageSection_desc

Two new keys:
ImportPackageSection_descFragment
ExportPackageSection_descFragment
