Moving to Intro component for comment, as they will need to change code to 
support this.  

Note 1: I don't see a flipped icon in the bidi nl fragment of the intro plugin 
for the arrow image on the welcome page.

Note 2: When running Eclipse in English, run with program argument -dir rtl to 
see right to left orientation.

The arrow icon on the welcome page is contributed by org.eclipse.platform.

org.eclipse.platform.nlBIDI contributes a colour (rollover) version of a flipped
icon but the idle icon is not flipped.

this is a duplicate defect to bug 90221.
Simply starting Eclipse with -rtl is not sufficient to see the content of Intro 
flipped to rtl orientation. You need to have the proper intro NL fragments that 
will flip the intro content. 
The required nl fragments have been attached to the above defect and they have 
been sent to Cam-Thu Le in response to that defect. 

Do you know if you have the correct NL fragments?
Cam-Thu, has the fragments in the above defect been integrated intro the builds?

to explain more:
simple using -rtl flipps the platform UI, meaning all views (including intro) 
become rtl. BUT, intro has HTML content, and this content is separate from 
presentation. CSS files are used to layout the HTML content in intro, and so it 
is these CSS files that need to be changed to be able to get rtl html. This is 
done by overriding them in NL fragments.

I see... I didn't think that it was the same problem because that but was 
originally created just for the arrow icons.  We will add it to our NL fragment 
and see if it resolves the problem.

The patch worked as intended.  Switching to fixed.  Thanks for the help!
