Anyone who is running eclipse, whether as an IDE, or an RCP or a platform for
any arbitrary plugins/features, could use the functionality of the Error Log
view.  Unfortunately, because it is a part of the PDE feature, it comes with all
of the other PDE plugins and functionality.  It would be better to include this
view in the Eclipse platform as a Basic view.
