Problem Description: The English words "Enable All" and "Disable All" are not
found on the files.

How to recreate the problem:
1. Window ->Preferences ->General ->Capabilities

In ActivityCategoryPreferencePage.createButtons, the "&Enable All" 
and "D&isable All" strings are hard coded and marked as non-nls.

These strings are the same as
  ActivityEnabler_selectAll
  ActivityEnabler_deselectAll
in ActivityMessages.java.

Verified in Arabic, Italian and Russian.  3.1.1 RC2 using 0923 catalogs
