When deploying a Web service to Axis 1.1 and Apache Geronimo server, although 
the Axis servlet is defined and appears to be running on the server, it does 
not automatically create a deployment descriptor(server-config.wsdd) for the 
project.

A message appears in the server console stating the Axis servlet will create a 
server-config.wsdd file, but it does not succeed.
