all of a sudden, my * is no longer where it used to be etc.

Yes, I do have multiple locales installed as per Bug 25776, but I do not use
them (i.e. right down, there is no icon to change the EN vs DE locale).

Also, it only happens for eclipse, i.e. wordpad or firefox when typing this
still have the correct layout setting.

How can one change that back short of restarting eclipse?

It appears that other people are having the same issues ...

You can change back if you have the button on your toolbar. If you have multiple
keyboards installed this can occur whenever you select your key change hot keys
(default is Left Alt + Shift).

Windows does not do this consistently as it is trying to remember context and
frequently gets it wrong with Eclipse. 

What is your setting for keyboard switch?
