I had specified in extension point schema an attribute of "resource" kind. 
Then the extension specified value for that attribute:
			uri="platform:/plugin/org.eclipse.xsd/cache/www.w3.org/2001/XMLSchema.xsd" 

plugin.xml validator could not resolve this value to the resource and error was
shown on plugin.xml

Is this not correct usage of "resource" kind of attribute?

It is a legitimate use, but not recommended.  PDE of course should support it 
though.
