The Help System concept doc 
(org.eclipse.platform.doc.user/concepts/chelpsys.htm) mentions infopops. The 
F1 help now opens a separate help view when F1 is pressed (at least on 
windows). I'm not sure what happens on platforms that don't have an internal 
browser but the doc should explain both cases.
