This problem discovered running
Jaws For Windows 3.7.47
Eclipse Build: 20020125

While tabbing around in the Java Perspective:
- Jaws reads all toolbar buttons as:
"toolbar button".
- Without sighted help from my colleague
sitting with me, I would not have known what they were.

I've checked the JDT action sets and we are setting both the label and tooltip 
for the actions contributed by our action sets. See 
org.eclipse.jdt.ui/plugin.xml -> org.eclipse.jdt.ui.actions.OpenType as an 
example. 

Moving to Platform UI - the actual tool item for an action contribution is 
created by Platform UI.

In JAWS 4.0 tool bars read the tool tip text.
