I have no idea if this is possible, without a "AI Engine", but 
some of the pitfalls mentioned in 
http://www.w3.org/Provider/Style/URI.html
could be codified in terms of WTP Validation messages.

Time to let this go.  Everyone has their own standards when it comes to URIs.  And as you said it would need some crazy "AI" (guess work) to implement.
