When switching from 3.1RC1 back to 3.1M2 (same with M5 and M7) using the same 
workspace the "Software Updates" menu entry in the Help menu is gone.  
Switching to a new workspace OR deleting the file 
workspace/.metadata/.plugins/org.eclipse.ui.workbench/workbench.xml or removing  
the line <alwaysOnActionSet id="org.eclipse.update.ui.softwareUpdates"/>  
within it brings the menu entry back. It's reproducable when using RC1 and 
switching back to a minor version again.

Update action set is contributed by the ui.ide plugin.

Got the same bugs with 3.1 Final, and after installing (unjar) some plugins.

same here, with eclipse 3.2.1 on win32
I noticed (thanks benny_ ;) that in workbench.xml there were 2 lines:
<alwaysOnActionSet id="org.eclipse.update.ui.softwareUpdates"/>
and
<alwaysOffActionSet id="org.eclipse.update.ui.softwareUpdates"/>

I tried deleting just the second one, but eclipse messed up and it did reset
the whole workbench.

This issue doesn't exist with newer Eclipse versions.
