-Install nl fragments on N20050608-0010 (location to be announced)
-start eclipse with -nl ko or -nl zh_TW
-open Help
-observe that help books are missing

TOCs are corrupted by translations.
For example, try opening org.eclipse.platform.doc.user.nl1_3.1.0
\nl\zh\TW\tox.xml using InternetExplorer.  Displays:
An invalid character was found in text content. Error processing 
resource 'file:///D:/eclipseN0608/eclipse/plugins/org.eclipse.platform.doc.user
.nl1_3.1.0/nl/zh/TW/toc.xml'. Line 7, Position 15

ko translation have the same issue (TOC corrupted).

What should I do to this bug?  Is there a bugzilla component for translations?

There is also whole bunch of SAX exceptions that help reports in the log after 
launching help.  Each exception specifies the file that has problem.
