3.1 RC1

- open the preferences dialog
- size it smaller than the preferred size of the current pref page
- drag the main sash (the one to the right of the tree) to the left
- the dialog snaps to be larger, satisfying the page's preferred size
- drag the sash left and right
- rather than adjusting the split between the two panes, it makes the dialog smaller or bigger, keeping 
the pane at right the same size
- also, the button bar at bottom does not repaint or relayout until the drag is done

Expectation: moving the sash should not affect the size of the dialog, just the split between the panes.

It also happens with 3.1.1 on Windows

There are currently no plans for the Platform team to work on this.

As of now 'LATER' and 'REMIND' resolutions are no longer supported.
