You cannot drag a normal view onto a standalone view to form a group, but you 
can move the standalone view onto the normal view.

I would expect a movable standalone view to be moveable, but only in such a way 
that it is not put into a tab group with other views.

Note that this only applies to standalone views with a title.

See Bug 97953, comment 3 for how to set up the RCP browser example with one 
standalone view and a normal view.

Note that you cannot drag-and-drop the normal view onto the standalone view, 
but you can drag-and-drop the standalone view on top of the normal view.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
