- shrink the perspective bar until the left-most (Open Perspective) button disappears
- click on the chevron
- it appears there, but only the icon
- selecting it has no effect

Suggest not allowing this button to be moved to the chevron, either forcing constraining the min size 
so that it always appearas, or just let it get clipped.

In Eclipse Mars there is no chevron menu anymore so the problem does not exist anymore.
