If I have the Package Explorer in working set mode, and want to create a new
working set, by analogy with projects, the first thing I do is right-click on a
current working set, and expect to see a "New" option.

Failing that, I go to the drop-down menu, but the only option I see there is
"Select Working Sets...", which doesn't tell me that I can create a new working
set there.

I suggest that we at least update the text of "Select Working Sets..." to
"Select/create Working Sets...", or something more elegant.
