When you do a File -> Import -> Preferences, the method
IPreferencesService#readPreferences is being called twice before the dialog is
opened.

The first time is when the text value is being set in the text widget, the value
has changed so the file is read so we can see if there are any #matches for that
file.

The second time is from #setPreferenceTransfers inside of #createControl on
WizardPreferencePage.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
