We need to define (and implement) the semantics of Replace With. Currently, the 
entire contents of the project will be replaced and unmanaged resources will be 
deleted. Perhaps unmanaged resources need not be deleted.

In light of new ignored resource support, the Replace with actions now works as 
follows:
1. Managed resources are replaced with those from the server (unless they are 
equivalent already)
2. Ignored resources are left as is
3. Unmanaged resources are deleted.
These may be the right sematics given that unmanaged resources that are not 
ignored are candidates for addition.

This matches typical usage:

"I did some work but want to throw it all out and start over".
