The background colour of the JavaEditor is always white. This is a problem in 
High Contrast Black as the user will want white text on a black background.

STEPS
1) On your desktop select the Properties dialog
2) Select High Contrast Black
3) All other windows will have a balck background and a white foreground
4) Select Preferences-> Java Editor

No way to create the black background.

You may also want to consider having a button on the preference page that can 
set the current settings to a good set of high contrast colours.
