If the cvspserver file is missing the -f in the appropriate place, the 
following errors will get sent from the server and will cause some tests to 
fail. We could detect these and treate them as warnings (i.e. print them to 
the CVS console with a better description of the problem and leave them out of 
the command result status).

     [java] E cvs server: cannot open /root/.cvsignore: Permission denied
     [java] M ? folder2
     [java] E cvs update: cannot open /root/.cvsignore: Permission denied

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
