There are probably two issues here, but they might be related.

The paste action is enabled on targets in the package explorer that it shouldn't
be.  It doesn't make sense to paste anything into jars or classpath containers.

1. Copy some text
2. Right click on a project
3. Right click on a classpath container
4. Right click on a jar
5. Notice that paste is enabled on teh previous three actions.  If you perform
the action you get a message saying the operation is unavailable.

The same happens when you copy a resource in the workspace (except for the
project case)

I also found that sometimes when i copied text from an external application the
paste menu item in the edit menu did not appear active, but i could still paste
using Ctrl+v.

1. Copy some text from an external application
2. Open a text editor
3. Notice the paste action in the edit menu is disabled
4. press ctrl-v and the text will paste

The second part of this issue looks like it is, but the first part doesn't

Correct.  These are two seperate issues, one of which has been addressed. 
Passing on to JDT for the first issue.

Tobias, we relaxed the paste enablement some time ago to not check the content
of the clipboard anymore. However, we should still check the element selected
and disable the action if we can't paste into it at all.

Depends on the overall bug load for 3.1.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
