Sometimes a tester checks in an execution history that's corrupt, such as
missing time stamps, or an empty history. These problems aren't found until the
report is generated. It would be better if the client could check for problems
at the time that the history is created. With this validation, the tester could
either fix the history on the spot, or in the case such as missing time stamps,
perhaps the client could fix the problem silently.

I will leave this open as a tracking item, but frankly, we should never 
generate corrupt execution histories.  This would be a handy bandaid, but the 
right solution is to figure out how these corrupt execution histories get 
generated and fixing the core problems.

This function has been taken as a requirement and incorporated into the design 
of the new RCP/SWT-based Manual Test Client (enhancement #74841).  For more
