The menu entry for the Progress view drop down menu for "Preferences" should 
have a trailing ellipsis.

I don't know, we don't do this for Window > Preferences  but in this case
perhaps it would be appropriate, Tod?

Any time we open a dialog we should do this.

This is broken again for Eclipse 3.4.2. It was working until 3.2.2.
